欧盟委员会批准氧化锌及其纳米形式作为化妆品成分

2016年4月21日,欧盟委员会公布一份委员会法规(EU)2016/621,修订第1223/2009号法规附件六,纳入一项关于氧化锌及其纳米状态产品的条款。
消费者安全科学委员会(SCCS)研究并得出结论,非纳米氧化锌和纳米氧化锌具有特定的特征,作为一种紫外线过滤成分在皮肤使用后浓度达到25%,并不会对人类构成风险。然而,上述情况并不包括喷雾产品中使用的纳米氧化锌。
欧盟委员会已经采纳了SCCS的意见,将这两个条款规定纳入附件六中。为了被用作一种紫外线过滤成分,纳米氧化锌被要求履行一系列标准,包括颗粒尺寸、纯度、溶解度等;用户使用非纳米氧化锌和纳米氧化锌时都应该注意不要将其吸入肺部。
法规已从2016年5月12日起生效。

The Scientific Committee on Consumer Safety (SCCS) has studied and concluded that Non-Nano Zinc Oxide and Nano Zinc Oxide with specific characteristics do not pose a risk of adverse effect in humans at a concentration up to 25% as a UV filter after dermal application. However, it does not include Nano Zinc Oxide in spray products.

The European Commission has adopted the opinion from SCCS into Regulation (EC) 1223/2009 with two entries incorporated into Annex VI as below. In order to be used as a UV filter, Nano Zinc Oxide is required to fulfil a list of criteria including particle size, purity, solubility etc; and the use of both Non-Nano Zinc Oxide and Nano Zinc Oxide is excluded in the application that may lead to exposure of the end user’s lungs by inhalation.

The regulation enters into force on 12 May 2016.
